Dam the Mann, Save the Empire

The Empire has a couple problems. Sadly, our neighbors to the south are being difficult. Due to trade conflicts, they are not exporting the normal amount of energy to our Empire. Given this, we need to develop hydroelectric power along the Mann River, which will reduce our dependence on our neighbor's energy. An added benefit will be the reduction of water flowing to our neighbors in the south. Obviously this is a bold act, but must be done none the less.
